Ratification of Agreement between Armenia and EU to Give Opportunity to Have Cross-Border Cooperation and to Declare Armenian Culture on European Big Area: Artur Martirosyan

The Agreement on the Participation of the Republic of Armenia to the Creative Europe Programme (2021-2027) between the Republic of Armenia and the European Union (EU) was signed in September 2022 by the RA Minister of Education, Science, Culture and Sport and in October b y the EU Commissioner for Innovation, Research, Culture, Education and Youth at European Commission Mariya Gabriel.Armenia . This is perhaps the b iggest Creative Europe Porgramme (2014 to 2020) in the cultural sector of the European Union , which is accessible for the EU Neighbourhood countries.

The RA Deputy Minister of Education, Science, Culture and Sport Artur Martirosyan said about this at the RA NA extraordinary s ession , presenting the draft law on Ratifying the Agreement on the Participation of the Republic of Armenia to the Creative Europe Programme (2021-2027) between the R epublic of A rmenia and the European Union.

Armenia joins the Culture sub-programme, and its aim is to protect, to develop and to spread the European cultural and linguistic diversity, popularizing the cultural heritage of Europe, as well as strengthening the competitiveness of the creative sectors and ensuring stable and inclusive growth. The Programme gives opportunity to the organizations of the cultural and creative sectors of Armenia to have cross-border cooperation also with the European counterparts.

Grant programmes will be provided in the sectors of literature, theatre, architecture, fine arts, musical art, design and in a number of other sectors

This is the second phase of the Programme. A relevant Office will be formed which will be engaged with the rise of the awareness of the cultural figures and develop their capacities .

According to Artur Martirosyan, the Programme envisages about 400.000 Euros of participation fee, by which Armenia will be able to generate much more sums of money for culture.

The deputy Gegham Nazaryan inquired if Armenia will be imposed some elements of culture having no relation to the Armenian reality, as contribution and dissemination of non-understandable cultures. Artur Martirosyan noted it refers to the development of the cultural sphere in wide aspect. “This is a great opportunity for us to have cultural cooperation on the European big area and to popularize the Armenian culture,” the key rapporteur detailed.

The Chair of the Standing Committee on European Integration Arman Yeghoyan presented the endorsement of the Head Committee, emphasizing the fact of participating in the Programme.

The parliament adopted the debated draft by voting.
