Aliev's Visit to Turkey Right Now was Not Random

2015… The 100th anniversary of the Armenian Genocide… This is a symbolic date which is in the center of the whole world’s attention. 2015 is expected to be a year of uncompromising moods and increased tensions. The visit of the Azerbaijani president Ilham Aliyev to Turkey (his first official visit in 2015) right now was not  random.

On January 15 the President of Azerbaijan Ilham Aliyev was in an official visit in Turkey and during his visit he had meetings with the Prime Minister Ahmed Davutoğlu and the President of Turkey Recep Tayyip Erdoğan. No surprise that the two "brother" countries, as they like to call themselves, expressed their satisfaction with the bilateral cooperation in the spheres of energy, economy and transportation. To show his sincerity towards his brother, Erdoğan even invited Azerbaijan to take part in G20 summit that will be held in Antalya in November. Aliyev called this invitation "a great honor for Azerbaijan". Besides, the two countries signed documents of bilateral cooperation, among them "The Joint Declaration on results of the 4th session of the Turkish-Azerbaijani High-Level Strategic Cooperation Council held on January 15, 2015".

No Turkish-Azerbaijani meeting has ever been held without the discussion of the Nagorno-Karabakh conflict. This meeting was not an exception. Moreover, this time more than ever for the two sides it was necessary to stress the events of November, 2014 calling Armenia an "agitator".   In case of any conflict for the representatives of the international community it is always difficult to indicate which side violated the ceasefire, as these events are always being accompanied with information wars. In this case, maybe, for those who are far from these events it is difficult to put away all the garbage and have an objective picture. In this regard Nagorno-Karabakh conflict is also not an exception. However, even a very superficial analysis makes it clear that any country whose leader is declaring war on Twitter, who in all his speeches threatens to use force against Armenia, who declares a murderer a hero, cannot do anything but act accordingly. Moreover, the Azerbaijani side not only does not hide that it is the provoker of aggressive actions, but also dares to violate the truce in the Contact Line during the international monitoring mission. It is about the incident of January 14 when the OSCE monitoring along the southeastern section of the Karabakh-Azerbaijan Line of Contact near Hadrut was interrupted because of the Azerbaijani gunfire.

The funniest thing is that on the background of all these during the meeting of the presidents of Azerbaijan and Turkey, Erdoğan dared to declare Minsk Group’s efforts not "sincere" by adding "We can’t accept what they say". What does this mean? Aren’t the developments on Karabakh-Azerbaijani and the Armenian-Azerbaijani borders an indirect indication that Azerbaijan wants to show that it is not afraid of anything and will continue with that spirit? It is difficult to remember any OSCE Minsk Group statement in which those responsible for bloodshed and provocations are clearly indicated. What should this mean for the Minsk Group? Will it continue making such statements as it did during the incident when the Azerbaijani military shot down a helicopter, which was on a training mission?

In all their statements and in this statement as well the co-chairs of the Minsk Group do not indicate who the violator of the truce was thus not calling the offender to a responsibility. In the helicopter incident there was no criticism towards Azerbaijan, even more, this statement was largely directed towards Armenia and Nagorno-Karabakh by indirectly accusing them for organizing joint RA-NKR military exercise. By the way, about this military exercise was declared beforehand and the helicopter that was shot down carried no weapons and had not crossed the frontline. All these together with the fact that the international community does not properly react to what is going on inside Azerbaijan has given this country a sense that it can do whatever it wants.

As a culmination of what was said in the article, the other declaration of the President of Turkey Erdoğan should be mentioned. As a continuation of the Armenian Genocide denial policy, the President of Turkey in a joint press conference with Azerbaijan’s President Ilham Aliyev declared April 24 as a date of the celebration of the 100th anniversary of the Canakkale Victory and invited all World leaders, the President of Armenia as well, to take part in this celebration. Ilham Aliyev in his turn thanked Erdoğan for choosing that date by adding: "A very wise step".

Of course, Armenia officially responded to this invitation. This was important especially taking into account the fact that Armenia itself several months ago invited Turkey to respect the memory of the innocent martyrs of the Armenian Genocide together on April 24. In a letter directed to the President of Turkey Erdogan the President of Armenia, Serzh Sargsyan clearly stressed: "Armenians don’t accept being hosted by the guest without receiving a response to the guest’s invitation".

All these show that Turkey will continue its more than 100-years policy against Armenia, even more intensifying its actions especially this year. In this regard, taking into consideration the 100th anniversary of the Armenian Genocide, 2015 is expected to be a complicated year for Armenia. To distract the attention of the international community and to continue its anti-Armenian policy Turkey is ready to any provocation including through the hands of Azerbaijan.
