Mehriban Aliyeva's Another Blow to "Nakhichevan" Clan: Interview With an Expert on Azerbaijan

 

The bill on "Changes in the Law on Public Administration" is submitted to the Parliament of Azerbaijan. The draft law presupposes a number of changes that also concern the presidential administration. On the possible consequences of the adoption of this bill, "Armedia" IAA talked with an expert on Azerbaijan, candidate of historical sciences, Tatev Hayrapetyan.

 

- A bill "On changes in the law on public administration" has been submitted to the Milli Majlis of Azerbaijan. Will you, please, explain what kind of changes we are talking about?

- Based on the amendments to the law "On Public Administration" submitted to the Milli Majlis, the following main changes are proposed: the first is to change the definition of "the post of the head of the administration of the Azerbaijani President" to "the post of the head that ensures the activities of the first vice-president of the Republic of Azerbaijan." And secondly, the definition of "state advisors of the Republic of Azerbaijan" should be changed to "advisers of the body providing the activities of Azerbaijani head of state." In fact, these amendments propose to dissolve the President's administration with all the advisers, reassigning their activities to the first vice-president.

 

- What changes will the adoption of this bill bring?

- All of this is definitely directed against the head of the Presidential Administration Ramiz Mehdiyev and will strengthen the positions of the first vice-president Mehriban Aliyeva. Despite the appointment of Mehriban Aliyeva as the vice-president, Ramiz Mehdiyev continues to be the second person after the president due to his influence, which, naturally, reduces Alieva's own influence and limits her steps. The adoption of the bill, in fact, will lead to a change in the ruling elite. The departure of Ramiz Mehdiyev will mean the loss of the positions of the still ruling Nakhichevan clan and the complete victory of the Pashayevs. Mehriban Aliyeva thus will take control of the entire state apparatus. And in my opinion, in the near future we will witness the resignations of officials belonging to the "Nakhichevan" clan. Mehriban Aliyeva set herself a task of clearing the state apparatus from the "Nakhichevanis" and replenishing it with loyal personnel. In my opinion, as a result of these changes, Aliyev can put himself in a greater dependence on the family of her spouse, i.e. the Pashayevs, and finally lose the support of his native "Nakhichevan" clan which helped Heydar Aliyev to come to power in 1993. These events, of course, will have a decisive influence on the country's foreign policy.
