The Meeting of the Foreign Ministers of Armenia and Azerbaijan Fixed the Existence of Negotiation Process
On April 28 with the initiative of the Russian side the meeting of the Foreign Ministers of Armenia and Azerbaijan took place, which was also attended by the Russian Foreign Minister. The meeting aimed to once again fix the existence of negotiation process. From the beginning, the expectations from this meeting was not great. It was expected that the Foreign Ministers would discuss the agreements reached during the meetings in Vienna and St. Petersburg or reach an agreements on organizing a meeting of the Presidents, about which, however, no word was said. The sides only expressed their readiness to continue the contacts on all issues discussed during the meeting.
It is noteworthy that during the meeting the Foreign Ministers attached importance to the necessity of implementing the Vienna and St. Petersburg agreements, in the direction of which, however, no progress has been recorded yet. The reason is the destructive policy of Azerbaijan, which refuses to carry out the agreements. This, surely, creates an obstacle for building trust between the sides and it pulls back the possibility of resuming the political negotiations.
In this regard it would be more effective and logical, if both during the meeting of the Foreign Ministers and the meeting with the OSCE Minsk Group Co-Chairs there was a tougher stance concerning the implementation of the reached agreements and greater pressure on Baku.
Summarizing, it should be mentioned that the meeting of the Foreign Ministers of Armenia and Azerbaijan aimed at showing that there is process, that in this process the initiative again belongs to Russia and that in general the OSCE MG Co-Chairs continue their efforts for peaceful settlement of Karabakh conflict.
