Unilateral Interpretation of the UNSC Resolutions Has Become Part of Aliyev's Policy
Azerbaijani President Ilham Aliyev has once again accused Armenia for not carrying out the UNSC resolutions on Karabakh conflict. Moreover, the accusations were directed not only towards Armenia, but also towards those, who adopted those resolutions. "The problem is that those, who adopted those resolutions, do not force Armenia carry them out," Aliyev said in his speech.
This statement by Aliyev is nothing more than manipulation and distortion of facts. First of all it should be mentioned that the primary and the main demand of these resolutions was immediate secession of firing, all types of military actions and enmity. It turns out that referring to the UNSC resolutions, at the same time keeping the tension on the borders, Azerbaijan, in fact, does not carry out its commitments fixed in 1994-95 trilateral ceasefire agreements. At the same time, it does not officially refuse these agreements because of the existence of certain factors contradicting its own interests.
The policy that Aliyev conducts is quite simple. By unilaterally interpreting the UNSC resolutions (referring only to the point on the withdrawal of Armenian forces), Azerbaijani authorities try to create favorable conditions for themselves and emphasize the "destructive behavior" of the Armenian sides. Maybe this unilateral approach is somehow perceivable for the Azerbaijani society and those parts of the international community that are not familiar with the history of the conflict, but not for the OSCE MG Co-Chairs and those representatives of the international community, who deeply know the conflict.
At last it should be accepted that the UNSC resolutions on Karabakh conflict lost their relevance still in the 1990s, when Azerbaijan was openly violating them and the attempts of their "revitalization" after 20 years are not perceivable.
