Aliyev’s "Friend" Agramunt Lost the Last Chance to Stay PACE President

Arpine Hovhannisyan, the Head of the Armenian Delegation to PACE, Vice President of the RA National Assembly was elected as PACE Deputy Chairman in the opening of the summer session of the Parliamentary Assembly of the Council of Europe. The PACE summer session, will last untill June 30. The session was opened by Spanish MP Antonio Gutierrez.

It should be noted that this session may become historic for the PACE since the Assembly President may resign for the first time as a result of a distrust by his colleagues. The reason for all this is that PACE President, Spanish Senator Pedro Agramunt left for Syria on March 20-21 to meet with President Bashar al-Assad, using the Russian state plane. Agramunt then apologized for not notifying PACE about his visit beforehand, but that was not enough for the overwhelming majority of the Assembly's members. A special session was held during the April session to find out all the details of his visit. However, at the end of April, Agramunt announced that he was not going to resign. He also pointed out that he was persecuted for the desire to maintain contacts with Russia, in response to which the Bureau of the Council deprived him from the right to make statements on behalf of the PACE, as well as using financial means of the Council of Europe for his business trips. 

Commissioner for Regulatory Affairs Liliane Mori Paseque was instructed to prepare a draft document on the PACE President's impeachment process, which was adopted on June 27. 

It is noteworthy that there are solid doubts that the great "friend" of Azerbaijani President Ilham Aliyev Pedro Agramunt has been a key figure in the PACE caviar diplomacy transactions. Agramunt is the main character in the reports by the European Stability Initiative, an independent analytical independent center, named "The History of Diplomacy or how Azerbaijan made the Council of Europe silent" (2012) and "Portrait of Falsehood. How was Azerbaijan's observation held or why Agramunt should leave office?" (2013).  In particular he was charged with controlling the reports of observers, silencing civil rights violations and justifying repression.
