Tigran Urikhanyan: In the OSCE Countries the Field of Cyber Security Needs to Be Regulated

"Armedia" IAA presents an exclusive interview with the representative of the "Tsarukyan" faction, MP Tigran Urikhanyan.


 

- Mr. Urikhanyan, on July 7 in Berlin the plenary session of the OSCE PA starts. Has the preparation for this session already begun, what issues and initiatives are on the agenda?

- Now we are at the stage when the delegations of the countries are preparing either draft resolutions or changes in the existing resolutions and in accordance with the procedure submit them to the secretariat so that they can be discussed at the plenary session. Then they will be voted, then put for consideration and approval of the plenary session. The Armenian delegation, among several changes that are now at the stage of discussion, also prepared a full draft resolution. The document, which is authored by me, is called draft resolution “On Improving the Legal Framework in the Field of Cyber Security in the OSCE Region”

 

- What is the reason for preparing a draft resolution on this topic? What is its main goal?

- The world is developing very quickly, and laws do not always go in parallel with these changes. This applies not only to Armenia, but also to other 47 OSCE countries. Therefore, there is a need to improve the legislative sphere. This draft resolution is aimed at improving the legal framework in the field of cyber security in the OSCE states. Laws, including in the OSCE countries, do not regulate, for example, interference through the Internet (including hacking, etc.) in matters related to various cardiological equipments, including cardio-implants, etc. For example , the illegal sale and trafficking of drugs is not regulated by law, since even a slight difference (in one letter) of the legislative base from the list of approved forms allows, for example, a drug, called synthetic Spice, to be put for free sale on the Internet.

Gambling, casino ... Despite the fact that in many countries there are prohibited zones for casinos, including in Armenia, nevertheless it is well known that any person from any place using mobile or stationary electronic devices can freely go to any online casino and take part in any game or offer it to third parties. Also, legislation does not regulate fake lotteries, gambling, pseudo-auctions, pseudo-brokerage transactions, non-existent collections of donations and money, financial pyramid schemes, etc.

The draft resolution also refers to the legislative interference in the protective defense systems, as well as the illegal receipt and dissemination of information of general consumption and, especially, of military importance. The large section also refers to social networks, the creation of various accounts, for which, as we all know, there are concerns about information security - how they are broken, how they are used. Illegal use of personal data, interception of video, audio materials and printed texts, illegal acquisition and distribution, wiretapping are also widespread ... All this should be regulated by legislation.

What I listed above is not regulated by the Armenian legislation and has not been settled in almost all countries, including in the OSCE countries. What will the draft resolution give Armenia, when it is adopted (even during the previous two sessions, delegates from many countries expressed their support to the draft)? By its adoption, Armenia will at least become the intellectual center of a modern, relevant and still unexplored and unregulated sphere of our life.
