The report of the former deputy of PACE Robert "Escalation of violence in Nagorno-Karabakh and the other occupied territories of Azerbaijan" failed to become a resolution. The majority of the deputies voted against it, considering it biased and hindering the peaceful settlement of the Karabakh conflict. The report was removed from the agenda of the PACE.
