"We noted many times that at a certain stage Karabakh will return to the negotiation table, as it participated previously. We believe that the conclusion of a framework agreement, preceding the transition to the preparation of a peace agreement, could be the starting point (for the participation of Karabakh in the negotiations),"- Popov noted to journalists.
