The Armenian ombudsman issued a statement about Azerbaijan's targeting children in the stadium near the village school in Movses village of Tavush region, Republic of Armenia.
The statement reads:
"On July 20 of 2016 , at 5 : 10 pm , the Azerbaijani armed forces opened a fire from large-caliber weapons in the direction of the Armenian Movses village (situated in Tavush marz). The shots were fired in direction of 15-20 children playing in the stadium near the village school, the information received from Moses community leader as well as published by the media.
This purposeful criminal invasion undertaken by the Azerbaijani armed forces violates international laws, including the provisions of the international humanitarian law. That is a violation of international obligations that Azerbaijan had undertaken. Each child needs a special protection from shots or other types of infringement. This requirement needs to be strictly followed, particularly in residential areas , where schools are located.
The data on the those aggressive actions of the Azerbaijani armed forces, will be submitted to the Council of Europe, UN human rights commissioners , the UN Committee on the Rights of the Child, and the European Network of Ombudsmen for Children, in the form of suggestions to take appropriate measures to prevent similar cases in future. "
