The presidential election in Artsakh is the first step towards the formation of new norms of the state power. Such statement was made by the Human Rights Defender of the Republic of Artsakh Ruben Melikyan, "Sputnik Armenia" reports.
"It is the first process that has been the result of the Constitution adopted in 2017. This step is the implementation of the Constitution, no more," Melikyan said.
In his opinion, there is nothing surprising that the election of a temporary president is held not by universal voting, but by the Parliament. "This step was chosen by the people who took part in a referendum in February 2017," said the Human Rights Defender.
Two presidential candidates are nominated for Artsakh President's post: Current President of Artsakh Bako Sahakyan and head of the "Movement - 88" parliamentary faction Eduard Aghabekyan.
Today, July 19, the president will be elected in Stepanakert. The special session of the Parliament has been convened, during which the candidates will be first presented and then will start the elections. The name of the newly elected president of Artsakh will be announced at the end of the day. He will rule until 2020.
