The Prime Minister Congratulated the Employees of the Prosecutor’s Office

Prime Minister Nikol Pashinyan visited the Prosecutor General's Office and took part in the ceremonial session dedicated to the 104th anniversary of the establishment of the Prosecutor's Office of the Republic of Armenia and the Prosecutor's Office Employee Day. The session was attended by the acting Prosecutor General of Armenia Artur Davtyan, the newly elected Prosecutor General Anna Vardapetyan, representatives of the Prosecutor's Office.

Prime Minister Pashinyan delivered remarks, saying,

“Dear Prosecutor General of the Republic of Armenia,
Dear employees of the Prosecutor's Office,
Dear Veterans,

I congratulate everyone on the occasion of the Prosecutor's Office Employee Day.

It is indeed very difficult to overestimate the importance of the Prosecutor's Office and the prosecutor as an institution in the institutionalization of the state and ensuring legal security. In general, we perceive the Prosecutor's Office as the pinnacle, the culmination of the preliminary investigation, and I must specially emphasize the importance of this role, because the other bodies involved in the preliminary investigation, in fact, mainly operate behind the scenes, while the Prosecutor's Office is the body that takes the formed accusation and publicly, that is, in court, mostly in open court sessions, presents the charge. And if the Prosecutor's Office submits the accusation to the court, it means, it implies that this accusation should be crowned with a specific punishment, a specific verdict.

Behind every criminal case or as the object of a criminal case there are people, behind every criminal case there is a tragedy: a human tragedy, a family tragedy. Children, families, women, parents are behind every criminal case. But I want to emphasize the importance of this psychological strength and resoluteness. Because it is very important to be able to follow the law in a resolute, faithful, consistent way in all those emotional factors. Because if we give in to the emotions of every human tragedy, the result will be a public tragedy.

This is the reason why it is constantly emphasized that the principle of inevitability of punishment is the most important factor in the accomplishment of the state-building. If we are unable to punish the few, the many will be punished indirectly or directly unjustly. And in this regard, I want to emphasize that, yes, the Prosecutor's Office is accomplished as an institution, but I really like the idea that we all realize that the right, the law and also the criminal law is an evolving process, and we must necessarily promote these developments, be consistent with these developments and be able to be in line with time requirements. And we are pursuing that path”.


The Prime Minister referred to the topic of detentions, talking about the statistics presented by the Prosecutor General. "I have also spoken about it many times, presenting it as an important achievement. To be honest, I consider half-empty state of our prisons to be a very important political achievement for our government. But during this period, we also recorded that it is still difficult to conduct a preliminary investigation in Armenia in the condition that the accused is not detained. When we talk about the development of law and legal thought, the most important criterion for me is the following: to what extent the preliminary investigation in our country can be effective and as a result of which the punishment can be inevitable, in the conditions when the accused is in freedom, the accused is not in custody. This is, of course, in my non-professional opinion, the most important thing when it is possible to conduct an investigation while the accused is in freedom as effectively as if he was in custody. Of course, it is understandable that there are cases where the detention directly stems from the interests and necessity of the preliminary investigation. I bring this example in order to emphasize the direction in which we, including the Government, which is the main bearer of the responsibility for the policy being developed and conducted, and our thoughts are moving today", Nikol Pashinyan said.

The Prime Minister also emphasized the importance of the anti-corruption fight and the efficiency of the public administration system. “I want to also emphasize the following. we talk a lot about the fight against corruption, which is of political importance to us in terms of increasing the strength and effectiveness of the fight against corruption in the law enforcement system. It is extremely important for us to strengthen the social guarantees of the law enforcement system in general and also Prosecutor's Office employees, because this is a really important factor. It is not at all about mercantile or material interests, but about the fact that we should give the investigator, the prosecutor, the policeman, and in general all employees of state institutions the opportunity to focus on their work. For me social security is about allowing someone to focus on work first. Of course, this issue is always in the center of our attention, and we must consistently be able to pursue this path.

But I also want to connect the fight against corruption with the solution of this issue. Why are our salaries low? Because the state, due to the circumstances known to you and to us, is often unable to consolidate the resources of the entire state that should be concentrated in the state budget. In other words, if we talk about corruption, it can simply be defined this way: those are the brakes that prevent funds that should be concentrated in the state budget from being concentrated in the state budget. Therefore, the fight against corruption is the most important way to generate the necessary funds to support our public expenditure, including the social security system of the state and law enforcement system.

Another factor in general is the efficiency of our public administration system. Of course, the Prosecutor's Office is perhaps one of the most compact state institutions in that sense, but overall work efficiency should be taken into account. Although in many cases, also in the case of the work of certain units of the Prosecutor's Office, we see that, on the contrary, there is a need to attract new resources, for example, preliminary investigation, criminal law. Because when we talk about the increase in criminal cases, we often forget that the same number of people with the same salary are investigating or dealing with that number of cases.

I am saying all this to record that we are clearly aware of the agenda that exists, and solving that agenda is certainly a priority for us. I must repeat that it is clear and unequivocal that all the problems we have are related to the degree of accomplishment of our state institutions. Where we have a shortcoming, we should look for that shortcoming in the degree of accomplishment of state institutions, all state institutions without exception, starting from the army, the Armed Forces, continuing with ministries, departments, and local self-government bodies. And of course, we should look for the root-causes of all this in education and the educational system, starting from primary school education, general education, higher education and post-secondary education.

But most importantly, in conclusion, on today’s occasion I would like to thank all of you for the work you have done, because I described at the beginning of my speech what a difficult job the prosecutor's job is. The prosecutor, like the hero of one of our most famous fairy tales, the "Hazaran Blbul", must be able to overcome the height without being distracted by the seductive and frightening voices coming from the side. I want to thank you for the work you have done, for that here we are moving forward with such consistent, strong and steady steps. The prosecutor's work is difficult, it was difficult before the war and the famous developments, it will be more difficult after it, due to the circumstances we know, because new emotions have been added to emotions, many new tragedies have been added to tragedies. But still, the prosecutor’s function is the function that should allow our state to overcome the height described in our national fairy tale. We are walking exactly in the conditions described in that fairy tale, and we must definitely reach the height we dream of. I thank you again and congratulate all of us on the occasion of the Prosecutor's Office Employee Day."


On the occasion of the Prosecutor's Office Employee Day, through the mediation of the Prime Minister of the Republic of Armenia and the decrees of the President of the Republic of Armenia a number of employees of the Prosecutor's Office were awarded state awards for their contribution to the strengthening of legality and the rule of law.

Prime Minister Nikol Pashinyan personally handed over the state awards, congratulating and wishing them fruitful work for the benefit of the Republic of Armenia.
