European Olympic Games Both a Challenge and an Opportunity for Co-Chairs

The US Co-Chair of the Minsk Group James Warlick urged to return to ceasefire and negotiations leading to peaceful settlement of the Karabakh conflict.

The mediators acknowledge that Azerbaijan will not go to any provocations during European Olympic Games, that are being held in Baku, but there is a big risk of increase of tension on borders after the end of the Games. Now co-chairs try to use this opportunity to strengthen the ceasefire and move forward in the negotiation process. The announcement of Warlick, that in case of expansion of the conflict it will not be possible to reach a negotiated settlement, was in line with that.

The three co-chairs were invited to Baku to take part in the opening ceremony of the Olympic Games.  Baku aims at showing the world and the co-chairs that it is a "developed" country. It needs peace on borders for these days not to break the atmosphere of stability and not to appear in media with negative tones. This is a good opportunity for Baku to use its "caviar diplomacy" and as a generous host to flatter with the guests.

The increase of tension on borders is expected after the Games. On this issue the mediators will have a real work to do. And maybe the visit of the US Co-Chair was planned to assure the Government of Armenia that during their visit to Baku they will do their best to prevent tensions after the Games. In fact, it gives little space for optimism as we have witnessed how many times Azerbaijan did not fulfill its commitments.

Warlick also met with the Armenian athletes who will take part in the European Games in Baku. Co-chairs try to use all spheres and tools for trust-building, and sport is one of them. That is why the participation of Armenian team is an important step.

Also, mediators try to organize a meeting of presidents and their visit to Armenia was also used for agreeing some details.
