NKR Prime Minister Spokesman: Our Main Priority is Sustainable Peace
On the occasion of the 25th anniversary of the proclamation of Nagorno-Karabakh Republic, “Armedia” IAA has talked with the press secretary of NKR Prime Minister, Artak Beglaryan.
- Mr. Beglaryan, during the 25 years of independence what is the most important achievement/ achievements of Artsakh?
- As the most important achievement I will mention our independence, that now we are the owners of our destiny. The second important achievement is peace, at least relative, that we were able to keep our borders strong, of course, with the whole nation (I do not mean only Artsakh Republic). These two achievements created preconditions for other achievements – socio-economic, demographic, etc.
- What do you think, does the worldview of independence generation differ form that of the previous generation? What is current generation's vision of the future?
- Of course the worldview differs, but it is difficult to assess, how much that difference is conditioned by independence, as in all cases the worldview of young generation differs from that of older one. This is a natural phenomenon. However, if we take into consideration the fact that the previous generation has grown during the Soviet period, in a state, where the ideology, worldview, education system were different, we should, of course, say that independence had its influence. In this case I do not mean only the independence of Artsakh Republic, but the Republic of Armenia as well.
The independence of the two Republics has affected the worldview of our young generation and this is reflected both in our actions and attitudes toward life and approaches to national issues.
- What is your personal vision of the development of Artsakh and which are those main problems that need an urgent solution?
- In a long-term perspective, of course, the priority is sustainable peace, which later can create favorable conditions for the development of economy, demographics and the education system. The latter will ensure the effectiveness of governance and economic system. On that way, I think, institutional approach is the best option. We should lean on developing and developed institutes, choose the best personnel, who will use that institutions. One should never rely only on individuals, there should be institutions, which will ensure corresponding conditions for the activity of the individuals.
As for the economic development, there are various directions, but one should do his/her best, that Artsakh remains ecologically clear in the sphere of agriculture and develop as much as possible.
On legal-political perspective, the most desirable option is that Artsakh and the Republic of Armenia become one country. This is my vision.
