Multinational Forces May Be Deployed in Syria

Turkey, Russia and Iran are working on a mechanism on de-escalation zones in Syria involving the U.S. and Jordan, the Turkish Presidential Spokesperson Ibrahim Kalın said, Daily Sabah reports.

It should be noted that during the fourth round of the Syrian talks in Astana on May 3-4 the mediating countries – Russia, Iran and Turkey – signed a Memorandum on creating the so-called "de-escalation zones" in Syria. At this stage 4 de-escalation zones include Idlib province and several regions from the neighboring provinces (Aleppo, Latakia, Hama), the regions that are located in the north of Homs, Eastern Ghuta suburb in Damascus and several regions in the southern Syria – Daraa and All-Quneitra. The number of the de-escalation zones can increase.

According to the Turkish Presidential Spokesperson, multinational forces can be deployed in "de-escalation" zones. Particularly, Turkey and Russia may jointly deploy forces to Syria's northwestern Idlib area, which is currently controlled by opposition groups. Russia and Iran would also deploy forces to the Damascus area, controlled by the Assad regime, whereas Jordan and the U.S. would deploy troops to Daraa area in the south. At the same time the Russian side is discussing the possibility of deploying Kyrgyz and Kazakh forces in these zones but there is no clarity on this issue yet.

This statement confirms the fact that Moscow, Ankara and Tehran managed to come to an agreement with another major player of the Syrian conflict – the United States, as well as important regional forces. It can be assumed that there is a certain consensus among these states. This is the reason why the forces that are to be deployed in Syria, are not only from Russia, Iran and Turkey but also from the US and Jordan.

At the same time it is clear that any such agreement on Syria is too fragile. The situation is under the influence of various circumstances, which makes the situation extremely unpredictable.
