Where Is Xi Jinping Taking China and the World?

At the 19th congress of the Communist Party in late October, China set the country's main priorities for the coming years. Thus, the priority for China's leadership is to strengthen the central government, fight against corruption, modernize the armed forces and to develop the economy. Chinese President, Communist Party leader Xi Jinping at the 19th Congress of the Communist Party of China proclaimed "a new era of socialism with Chinese peculiarities". Moreover, this concept has the status of an idea and was fixed in the party charter.

"Xi Jinping's ideas about the new era of socialism with Chinese peculiarities are the continuation and development of Marxism-Leninism, the ideas of Mao Zedong and the theory of Deng Xiaoping … as well as a guide for action by the people and the party for the great revival of the Chinese people," a resolution on the draft review of the party's charter adopted by the 19th congress of the Communist Party of China said.

The concept of "a new era of socialism building with Chinese peculiarities" first of all implies increase of the well-being of citizens: if the Chinese economy was developing at the expense of export goods, now the country's authorities are planning to increase domestic demand. It is planned to build a middle income society and to overcome poverty ahead of the 100th anniversary of the CPC.

The other ambitious task that has been raised during the congress is to create a modernized innovative economy with serious environment protection component by 2035. The next milestone is 2049, the centenary of the People's Republic of China. Before that, China should complete the building of the "modernized socialist state".

It should be noted that it is quite realistic to carry out these pretentious and at first glance impossible tasks: according to official data, China's GDP has grown by more than 6 percent annually in 2013-2016 and these rates of Chinese economic development are maintained.

Another key outcome of the 19th Congress of the Communist Party of China is the strengthening of Chinese leader Xi Jinping's power. He was not only re-elected as a party leader, but also managed to completely renew the permanent staff of the Central Committee's political bureau, involving politicians faithful to him. The fact that Jinping is strengthening his power is evidenced also by the fact that at the Congress it was not mentioned who would be his successor. This probably means that Jinping is going to stay in the post of the party leader after 2022.

Most likely, after the second 5th anniversary, he will abandon the position of the Chinese president, but he is not going to leave the position of the Communist Party leader and the control over the armed forces. This is evidenced by the fact that his ideas during the congress were fixed in the party's charter. It should be noted that only the Mao Zedong and Deng Xiaoping were mentioned in the party's charter. In addition, the term "idea" has been applied only to the concepts of Mao Zedong, and the ideology of Xiaoping is called just "theory". In fact, Xi Jinping managed to equalize himself with Mao Zedong, the founding father of the People's Republic of China.

However, it should be noted, that the concentration of the congress on domestic issues does not mean abandoning global ambitions and self-isolation of China. The congress of the Chinese Communist Party was a great event not only for domestic political life but also for international relations. The global economy is directly linked to the Chinese economy and in order to assess the prospects for the coming years, it is necessary to understand how Beijing is going to solve its problems.

On the other hand, during the congress, Beijing not only announced its course of creating a great power, but also a willingness to assume the role of a global leader. During the congress Beijing made clear to the international community that it is not going to deviate from its path of socialist development and intends to share its experience with others.
