There is a Need to Clarify the Position of Both Sides for the Settlement of Artsakh Issue
After the separate meetings with the Foreign Ministers of Armenia and Azerbaijan in New York and joint discussions with the two ministers, a press release issued by the OSCE Minsk Group Co-Chairs showed that there is a need to clarify the positions of the sides.
The Co-Chairs discussed with the ministers the situation in the region and clarified the recent announcements and incidents. This may refer to some of the new accents and statements made by the Armenian leadership after the revolution in Armenia, as well as the tough rhetoric from Azerbaijan. Such a statement indicates that the co-chairs have tried to clarify whether the sides are ready to continue the negotiations and what they should be like.
It is also noteworthy that the co-chairs' observation that comprehensive settlement would require concessions from all sides, in essence, is a message to Azerbaijan whose rhetoric rests solely on the demands. It should be noted that this observation of the co-chairs is new, compared to the previous two messages.
In addition, the report notes that the Ministers of Armenia and Azerbaijan confirmed the importance of taking additional measures to alleviate tensions. This, first of all, concerns the implementation of Vienna, St. Petersburg and Geneva agreements, the introduction of investigative mechanisms and the expansion of the office of the Special Representative of the OSCE Secretary General. However, in this context we should also consider the agreements reached by the Armenian prime minister and the Azerbaijani president in Dushanbe.
The lack of reference to the basic principles of the settlement, which existed in case of the previous two OSCE MG co-chairs, is also evidenced.
Thus, the mediators are trying to clarify the positions of the parties, but at this stage the priority is the formation of an atmosphere of trust.
