Meeting of the Foreign Minister of Artsakh with the OSCE MG Co-Chairpersons

On October 30, Minister of Foreign Affairs of the Republic of Artsakh (Nagorno Karabakh Republic) Masis Mayilian met with the OSCE Minsk Group Co-Chairpersons, Andrew Shoffer (USA) and Stefan Visconti (France), as well as Personal Representative of the OSCE Chairperson-in-Office Andrzej Kasprzyk. 

The Foreign Minister reaffirmed Artsakhs commitment to an exclusively peaceful settlement of the Azerbaijan-Karabakh conflict within the framework of the OSCE Minsk Group co-chairmanship. Masis Mayilian stressed the need to restore the trilateral format of negotiations with the full-fledged participation of Artsakh, which once proved its effectiveness. According to the Foreign Minister, Artsakh`s participation at all stages of the negotiation process is also important from the point of  view of shared responsibility for maintaining regional peace. In this context, Masis Mayilian noted that the status of Artsakh as a party to the conflict is legitimate and indisputable in the settlement process, which is enshrined in the CSCE / OSCE documents, as well as in the agreements on the establishment and strengthening of the ceasefire. 

The Foreign Minister also drew the Co-Chairpersons` attention to the situation related to the realization of the fundamental rights of the people of Artsakh, noting that the unresolved conflict should not become an obstacle to the realization of their inalienable rights by the citizens of Artsakh, including the rights to development, to safe and dignified life. 

The sides also exchanged views on  creating the necessary conditions for achieving progress in the settlement process. In this context, Masis Mayilian noted that it is time to reconsider some approaches related to the negotiation process, expressing confidence  that confidence that the security of Artsakh and its people should be at the basis of the settlement of the conflict.
