President of the Republic of Artsakh Signed a Decree on Coordinating the Activities of the State Administration Bodies of the Republic in Conducting a Common Foreign Policy
The President of the Republic of Artsakh Arayik Harutyunian has signed a decree on coordinating the activities of the state administration bodies of the Republic in conducting a common foreign policy. The document, in particular, states that:
In the state administration system of the Republic of Artsakh, the Ministry of Foreign Affairs is the body that develops and implements the policy of the Government of the Republic in the field of foreign affairs.
In the foreign affairs sphere, other bodies of the state administration system shall carry out their international activities, based on the program of the President of the Republic of Artsakh, in coordination with the Ministry of Foreign Affairs.
The Ministry of Foreign Affairs of the Republic of Artsakh coordinates international relations and the official activities of other state administration bodies related to the international sphere.
The President of the Republic of Artsakh and the Minister of Foreign Affairs of the Republic of Artsakh make official statements on the foreign policy issues, while other officials should do so on the instructions of the President of the Republic of Artsakh.
Official information related to the foreign policy sphere is issued by the Press Secretary or the Information Service of the President of the Republic of Artsakh, the Press Secretary or the Information Service of the Ministry of Foreign Affairs, as well as by the authorized representatives of the Foreign Ministry.
Officials and representatives of the state administration bodies may, within their mandate, make statements and comments on certain foreign policy issues only in line with the positions agreed with the Ministry of Foreign Affairs of the Republic of Artsakh.
The relations of the state administration bodies of the Republic of Artsakh with the officials and bodies of foreign states and international organizations are implemented in coordination with the Ministry of Foreign Affairs. The state administration bodies of the Republic of Artsakh shall submit to the Ministry of Foreign Affairs a report on the process and results of international cooperation, within the established timeframe.
