Certain Changes Made in Actions after Hostilities in 2020: OSCE Chairperson-in-Office Personal Representative (News.am)

The Office of the Personal Representative of the OSCE Chairperson-in-Office continues its vitally important work aimed at establish lasting peace. This is what the Office of the Personal Representative of the OSCE Chairperson-in-Office informed in response to Armenian News-NEWS.am’s inquiry about the potential changes in the activities of the group of Ambassador Kasprzyk.

''On August 10, 1995, the OSCE Chairperson-in-Office appointed a Personal Representative who, according to the mandate, represents the Chairperson-in-Office and supports the latter in regard to issues related to the Nagorno-Karabakh conflict, reports to the Chairperson-in-Office on his activities and to the Minsk Group and Co-Chairs of the Minsk Group through the Chairperson-in-Office, and supports the sides in the strengthening of confidence and the implementation of humanitarian measures. The Personal Representative has five assistants who help the latter while he performs his tasks.

The three functions — representing the Chairperson-in-Office, providing reports and providing assistance to the sides — have remained unchanged. More specifically, the Personal Representative of the Chairperson-in-Office continues to take part in the high-level meetings associated with the activities of the Co-Chairs and the activities of the OSCE in general and keeps the Chairperson-in-Office informed about the events and situation. The Personal Representative also holds high-level meetings in the region, making efforts to reduce tension and particularly on confidence-building measures, some of which have already been discussed in Baku and Yerevan.

Certain changes took place after the hostilities in 2020. For instance, the monitoring actions in the military sector, which formed a part of the confidence-building measures, have been terminated. According to the trilateral statement of November 10, 2020, nearly 2,000 Russian soldiers have been deployed in that region. There is a lot of work to do in regard to confidence-building and humanitarian efforts for the more pressing need to achieve the more long-term goal of reconciliation between the Armenians and Azerbaijanis, as well as to reduce tension and facilitate the political process. The mutual consent of the sides is required in order to take specific measures. The Office of the Personal Representative of the OSCE Chairperson-in-Office continues its vitally important work aimed at establish lasting peace,'' the Office reported.
