The Minister of Foreign Affairs of Nagorno-Karabakh Republic (Republic of Artsakh) Karen Mirzoyan on January 26, 2014 sent a letter to the Minister of Foreign Affairs of the Oriental Republic of Uruguay Luis Leonardo Almagro Lemes. In his letter Foreign Affairs Minister of Artsakh Republic particularly expressed his gratitude to Luis Leonardo Almagro Lemes for his determinant stance on the future of Artsakh people. As it is reported in the official webpage of Foreign Affairs Ministry of Nagorno-Karabakh Republic in his letter Karen Mirzoyan particularly noted:

"Your efforts directed to establishing peace and stability in our region on the basis of the recognition of the right to self-determination of Artsakh people is highly appreciated from our side and serves as a source for inspiration to continue our chosen path to live in peace and security, in a free and democratic state"

The NKR Minister of Foreign Affairs highlighted the importance of the visit of NKR President Bako Sahakyan to Uruguay in 2011 and that of the parliamentary delegation led by President of the House of Representatives Jorge Omar Orrico Miraldi to the NKR in 2012. According to Karen Mirzoyan those visits   have significantly contributed to the enhancement of the friendship between the two countries. In the letter Karen Mirzoyan also invited his colleague to visit Artsakh.

It is pertinent to remember that on January 4, 2015 the Minister of Foreign Affairs of Uruguay Luis Almagro had an official meeting with the members of the Armenian National Committee of Uruguay and Mario Nalpatian, the member of the International Armenian National Committee, to discuss the ongoing violations of the ceasefire on the Nagorno-Karabakh-Azerbaijan as well as Azerbaijan- Armenia borders. After the official meetings the Ministry of Foreign Affairs of Uruguay presented an official statement, which had the following formulation:

"The Foreign Minister held a meeting with the representatives of the International Armenian National Committee and Armenian National Committee of Uruguay. During the meeting, issues concerning the South Caucasian region were discussed, showing the Minister of Foreign Affairs a strong condemnation of violations of ceasefire in Nagorno Karabakh conflict by Azerbaijan which occur with increasing regularity.

He reaffirmed the need for a peaceful settlement of Nagorno- Karabagh taking particular account of the right to self-determination of the Armenian people and the principle of territorial integrity of the Republic of Armenia under its borders as an independent country between May 1918 and December 1920."

No doubt the developing relations between the Nagorno-Karabakh Republic and the Oriental Republic of Uruguay along with the official statement by their Ministry of Foreign Affairs at the beginning of the year can be considered the first diplomatic achievement of Nagorno-Karabakh Republic on the path to the international recognition of the Armenian Second Republic in 2015.
