"OSCE special mission clearly stated that the representatives of the so-called Lugansk People's Republic and Donetsk People's Republic refused to respect the ceasefire and don’t let observers to Debaltseve. This is the position of special monitoring mission; the one, which is not a subjective assessment, but official statement of the body, responsible for keeping track on the place", - noted Ukrainian Foreign Ministry spokesman, Yevhen Perebiynis, rosbalt.ru reports.
According to the latter the world came to realize that one cannot rely not only on the words of the Russian officials, but also on the documents signed by them.
"Last week we stated that although we hoped for peace, we prepared ourselves for the worst scenario – for the plan B.
