Bekaryan: Negotiations on Karabakh Conflict Settlement are in Deadlock

The negotiations on Karabakh conflict settlement are in deadlock. This was declared by the RA NA Deputy, the Chairman of NGO "European Integration" Karen Bekaryan in a press-conference in "Novosti-Armenia" media center.

"We can say that the negotiation process is at a frozen phase or is in deadlock. Naturally the Armenian sides demand the implementation of the agreements, but the Azerbaijani side has neither a wish nor will to do so," the RA NA Deputy said.

He also referred to the agreements on confidence-building measures reached in Vienna and St. Petersburg, mentioning that Azerbaijan once again "showed its style of refusing the agreements."

Talking about the joint declaration of the Foreign Ministers of the OSCE MG Co-Chair countries made in the framework of the OSCE Ministerial summit, Bekaryan paid attention to several issues. It is particularly important that several elements were recorded, however, they were not addressed and this is not welcomed by Armenia, but it is obvious for anyone knowing Karabakh conflict that those were addressed to Azerbaijan.

They demanded to fully come back to 1994-1995 agreements, Vienna, St.Petersburg agreements in regard with expanding Kasprzyk’s office and establishing investigation mechanisms. "They made an interesting step, declaring that the negotiations can be resumed in parallel to this, only in parallel," Bekaryan mentioned.

Besides, the deputy also mentioned that it is important that the representatives of the mediating countries again published the settlement principles and some elements of these principles. According to him, this was an answer to Azerbaijan, which during the whole 2016 has been creating a real mess in regard with these negotiation elements; it was talking about giving Karabakh a high level autonomy, the pressure of the mediators to recognize NKR, etc.

"This was the reason why the joint declaration referred to the negotiating principles," Bekaryan mentioned.
