Azerbaijan Rejects Ceasefire Regime

The announcement of the Defense Minister of Azerbaijan about the command to destroy every moving military object on the border means that Azerbaijan in fact rejects the 1994 ceasefire agreement.

 A week has past from the announcement of Zakir Hasanov, made in April 22, but the Minsk Group co-chairs are still silent. The most astonishing thing is that this announcement was made during the meeting of Defense Minister with special representative of OSCE Chairman Ambassador Andrzej Kasprzyk.

 One week is the logical period of time that even in the context of active political developments in the region, the Centennial of the Armenian Genocide, political forces should have realized the importance of this announcement and react accordingly.

 Shootings on the borders are accelerating, the number of victims is increasing, diversions are becoming more frequent. And all of this takes place in the presence of the signed ceasefire agreement. However, the mediators never react as appropriately, but only urge the sides not to escalate the tension, with no concrete direction of this appeals.

 Hasanov's announcement of is even more than most of what was enumerated. It is an announcement that aims at breaking the ceasefire and starting war.

The only logical reaction, in order to calm down the situation in the region, will be a new agreement of non-use of force by all three sides - Armenia, Azerbaijan and NKR. It will fix the responsibility of the sides to follow the ceasefire on t Armenia-Azerbaijan, NKR-Azerbaijan borders and exclude the use of the tactics Hasanov spoke about. 

 It can be the only measure of confidence that would prevent further escalation of the situation on the borders, would refrain Azerbaijan taking such actions and will give bases for peace talks on the settlement of the Nagorno-Karabakh conflict.
