Expert: Baku's Demand for Immediate Political Negotiations Contains Illogical Elements

After the April war, when the agreements were reached in the meetings of Vienna and St. Petersburg, both the mediators and the parties had a clear perception that the negotiation process had suffered after the war and there is a need of certain steps that would promote restoration of confidence on the basis of which political negotiations will continue, Narek Minasyan, expert at the "Insight" Analytical Center for Applied Policy and Research said during a press conference.

"The Armenian sides continue to consistently declare their readiness to implement the agreements, and our approach is as follows: the atmosphere of trust and the steps to strengthen the ceasefire regime are a necessity to push forward the political process and without this we cannot have any progress on the negotiation process, even if they are resumed. The mediators also consistently state that the Vienna and Saint Petersburg agreements should be implemented, whereas Azerbaijan declares that these agreements have a secondary nature and the political negotiations should be resumed first," Narek Minasyan said.

According to the political analyst, the demands of the Azeri side immediately to start political negotiations contain some non-logical elements: "You cannot have certain expectations from the talks if the sides simply do not trust each other, and sometimes even border incidents occur before the meeting. It is impossible to speak of any compromise within the framework of such meetings."
