Artsakh People Rights Protection Should Not Depend on Artsakh Being Not Recognized

Prime minister Nikol Pashinyan, at his PACE speech also touched upon the European Council, particularly PACE’s engagement in Artsakh. He reiterated the importance of European institutions in the reinforcement of democratic institutions and the establishment of civil society in Artsakh.

There has been much stress on European institutions support to human rights and democracy establishment in Artsakh. Human rights and fundamental freedoms are the pillars of the European value system. They are universal values and should not be applied and interpreted selectively, moreover the political status of the territory cannot hinder the rights protection of the people who live there. It is noteworthy that these values underlie the ideology of the Council of Europe.

Europe has things to do in Artsakh, where democracy and human rights protection have been proclaimed as key priorities. Suffice to say that in 2015 Artsakh has adopted a policy of unilateraly adhering to the international conventions by constantly improving the democracy in the country. All this this happens without the aid and funding of the international organizations.

European institutions and human rights organizations can play a significant role in the civil society establishment in Artsakh. It is to be clarified that working with NGOs and their representatives in Artsakh does not require Artsakh to be internationally recognized. The problem is primarily about values. And Artsakh, with their value system and the development course is undoubtedly a part of Europe.
