Peskov: Russia is not a Conflict Side
Russia is the guarantor of the Ukrainian settlement and not a party, which carries out a series of measures directed to that, the press secretary of the President of Russia Dmitry Peskov told RIA Novosti. According to Peskov Russia cannot do that because it is not a side of the conflict.
He also said that the Russian President gave instructions for the Russian military experts to participate in analyzing the situation in Debaltseve.
