The Manipulation of the UN Security Council Resolutions by Azerbaijan is Illogical

The aggression of Azerbaijan against Nagorno-Karabakh Republic ended with apparent defeat. Azerbaijan did not manage to reach any of its goals, suffering unjustified losses. Moreover, official Baku once again showed the whole world its aggressive behavior.

Even in such circumstances Azerbaijan continues to raise the need to implement the United Nations Security Council resolutions (822 (1993), 853 (1993), 874 (1993) և 884 (1993)) concerning the conflict, creating an impression that the Armenian side refuses the fulfillment of resolutions, while Azerbaijan is committed to them.

Azerbaijan has been accusing Armenia of the lack of progress in talks up to now, pointing to the fact that Armenia has not yet implemented the UN Security Council resolutions. But after the April military actions Baku dares to declare that the fact that the UN Security Council resolutions are not implemented yet makes it "liberate its territories".

For many years Azerbaijan has been manipulating with these resolutions, forgetting that they contain clear requirements also for Azerbaijan.

It should be noted that that the UN Security Council resolutions were adopted during the period April 30 to November 12, 1993. Azerbaijan has adopted selective approach towards these resolutions, with an emphasis on two points of resolutions. The first one demands "immediate complete and unconditional withdrawal of all occupying forces from recently occupied areas of Azerbaijan" (882/1, 853/3, 874/5, 884/4). And the second one "calls for unimpeded access for international humanitarian relief efforts in the region" and "to assist refugees and displaced persons to return to their homes in security and dignity" (882/3, 853/11, 874/9,11, 884/7).

It should be noted that these resolutions do not consider the Republic of Armenia as a conflicting side. The last resolution (884/2) calls "upon the Government of Armenia to use its influence to achieve compliance by the Armenians of the Nagorno Karabakh region of the Azerbaijani Republic with resolutions 822 (1993), 853 (1993) and 874 (1993)". The UN Security Council resolutions describe the conflict as a problem that occurred "between Azerbaijan and Nagorno-Karabakh."

In reality the primary demand of these 4 resolutions is "the immediate cessation of all hostilities and hostile acts" (882/1, 853/2,3). Without its fulfillment the implementation of the remaining provisions is not possible. During all these years Azerbaijan has been violating the basic requirement of the UN Security Council resolutions. Today they do the same with four-day war against Nagorno-Karabakh Republic. Thus, the manipulations of these resolutions by Azerbaijan is at least illogical.

Raising the need to implement these resolutions, official Baku has an indirect intention to reject the format of the OSCE Minsk Group on the Nagorno-Karabakh conflict. Azerbaijan wants to take discussions to another platform, in this case, the United Nations. But the same UN Security Council in these resolutions expresses its support to the Minsk Group process (882/2,4, 853/6,7,8,13, 874/2,3,4,6,7,8,12, 884/3,5,8).

These resolutions have one more important demand. They "urge all States in the region to refrain from any hostile acts and from any interference or intervention which would lead to the widening of the conflict and undermine peace and security in the region" (853/10, 874/10, 884/6). Thus, Turkey's destructive position does not fit into the logic of the UN Security Council resolutions.

All these facts prove that it is Azerbaijan that violates these resolutions by not implementing their main demand. Taking into consideration this fact, as well as today's realities it is time to state that these resolutions do not have the right to life anymore.
