Within the framework of the 26th OSCE Ministerial Conference in Bratislava, Foreign Minister Zohrab Mnatsakanyan participated in the meeting between the newly appointed EU High Representative for Foreign Affairs and Security Policy and Vice-President of the European Commission Josep Borrell and the Foreign Ministers of Eastern Partnership countries.
“Insight from Yerevan: Earth” hosted political scientist, PhD Narek Grigoryan, to discuss the 10th anniversary of the Eastern Partnership, EU policy and RA-EU relations.
Today the EU problem is not having similar agreements with the Eastern partners and moving forward with common principles, but not losing partners in the region and finding ways to deepen cooperation with them.

Świtalski noted that the discussions were launched late last year and involved all the executives and government officials. He added that about 250 proposals were made, including the ones by the Armenian government.

If we talk about the target-goals of the EaP since its formation, then it has always been emphasized that the most important factor is the existence of a common value system. Today, however, due to the situation in Belarus and Azerbaijan the existing values in these countries are not comparable in any way with those in Armenia.
Emphasises that the revised ENP should be able to provide a quick, flexible and adequate response to the situation on the ground, while also putting forward an ambitious strategic vision for developing relations with the neighbouring countries

All in all, before the Summit we had a bit different expectations. As for the declaration and its part referring to Ukraine, it was important for us to have the European perspective of Ukraine confirmed; the thing which did not happen. The second important thing was the facilitation of visa regime. Let us put it in this way, Ukraine did get neither status nor any signal.
"We can provide a policy of differentiation in the framework of ‘Eastern Partnership’ towards Azerbaijan, Belarus and Armenia."
In case of real desire for European integration, Yerevan has concrete tasks: to intensely work with Brussels in EaP framework, to seek new quality of bilateral relations with Paris and Berlin as well as with other European capitals...
After all, the issues with Russia remain on an unspoken level but the EU is not ready to intensify tensions with Russia: the Union tries to satisfy the needs of the EaP countries, slightly touches upon the questions, that it does not really want to voice but cannot stay calm either.
However Azerbaijan did not manage to force its opinion to other EaP partners during the Riga Summit. This shows that both the EU and EaP countries start to realize the key differences between the conflicting/hot zones in the EaP territory.
The current phase of the Eastern Partnership project faced the major challenge, which is called differentiated interests.
The basis for the differentiated approach in the EaP framework should have probably become of "3-1-2" or "3-1-1-1" formula.
The 6 EaP countries cannot be grouped only according to the fact whether they signed or did not sign the Association Agreement.
We must aim at the EU hand-in-hand and with joint efforts, which will give better result, than if it’s the struggle of Georgia, Moldova or Ukraine alone.
I think that the bilateral meetings during the visit and the two summits greatly contributed to all our expectations: to get negotiation mandate from the European Commission and to start bilateral negotiations on the new legal basis.

With its balanced policy Armenia has not only avoided setting a new hotbed of tension in the current complicated circumstances of the European geopolitics, but it has also managed to build its policy on the premises of compatibility, equilibrium and multi-vectored cooperation with different integration systems.
Juncker added, that it is neither an anti-Russian meeting nor the issue of financial aid to Greece is to be discussed.
Finally, it is expected to adopt a final joint declaration.
Baku avoids the EaP political and economic issues which can lead to Baku’s political-economic cooperation with the official Yerevan.

It is interesting whether Aliev's negative decision is connected with Russia's position towards this summit.
As Lavrov stated "the dicussion actually was not that complicated as there is not much in common between Russia and EU".
It is to be noted that in the first round of elections Duda won 34.76 percent of the votes, while Komorowski received 33.77 percent of the votes.
The most important is that us as partners wish that everyone realizes- the Eastern Partnership cannot be addressed against any of the sides and that the partners must not stand before a choice.

It is still not possible to say whether the final document will include any formulation that will cause Russia's anger or not, but it is obvious that the final document will not satisfy Ukraine. Most probably, the document will not include the provision, proposed by Ukraine, that "the EU recognizes the Eastern partners' European perspective."
Representatives of Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine and other countries will share their experience of cooperation across borders, and at the end of the forum, business recommendations for further development of cooperation will be presented.
Poykans said during the summit, it is planned to sign a declaration, which will fix the main directions of Eastern Partnership policy for two years.
