Pashinyan-Aliyev Meeting in International Community’s Spotlight
On March 29, 2019 Pashinyna-Aliyev first meeting under the auspices of the OSCE Minsk Group took place in Vienne with the meeting in the spotlight of the international community.
Miroslav Lajčák, the OSCE Chairperson-in-Office, Minister of Foreign and European Affairs of the Slovak Republic during a meeting in Bratislava with Andrew Schofer, MG co-chair of the US referred to Pashinyan-Aliyev meeting saying, “We welcome and support the process and the commitment of the leaders to reinforcing the ceasefire and taking humanitarian measures.”
The UN also touched upon the Pashinyan-Aliyev meeting by releasing the UN Secretary General António Guterres’ message on the official website, "The Secretary-General welcomes the emphasis the leaders placed on creating an environment conducive to peace and on taking further steps towards successful negotiations. He also welcomes their recommitment to strengthening the ceasefire and addressing humanitarian issues, as well as continuing dialogue to find a peaceful solution to the conflict.”
The EU also came up with a statement, which reads, “The European Union is looking forward to the full implementation of {Vienne meeting} outcomes, including the recent Foreign Ministers’ agreement on the need to take concrete measures to prepare the populations for peace, as well as the consideration of steps aimed at reinvigorating the negotiations. We are ready to support those efforts.”
Meanwhile the UN and the EU expressed their full support to the OSCE MG co-chairs.
Foreign analysts also touched upon the meeting. Namely American Paul Goble noted that the leaders would need time to understand each other and clarify positions. Thomas de Waal, senior fellow with Carnegie Europe noted that it would be more difficult for Baku to reach an agreement with Pashinyan than with Sargsyan.
On the whole we can recap that the meeting and the dialogue between the two leaders have brought up positive expectations among the international community. Aliyev’s statement and rhetoric, however, following the meeting strip hope of positive moves.
