OSCE Concerned over Situation in Karabakh Conflict Zone

The OSCE should pay more attention to the unresolved conflicts on its space, said Lamberto Zannier, the Secretary General of the organization, in the annual security review conference in Vienna.

Yesterday in Vienna the OSCE annual security review conference started, which brings together about 400 delegates from member countries of the organization. During the three-day conference  European security issues, issues of the current agenda of the OSCE, the situation in eastern Ukraine, as well as the "frozen" conflicts in the OSCE area will be discussed.

The organizers have allocated a separate discussion for the conflict in and around Ukraine, as in their opinion, the conflict in Ukraine "remains a major challenge to security in the OSCE area. Among the most problematic lesions in addition to Ukraine, the organization allocate Karabakh and Transnistria. The OSCE on these two conflicts point to "cautiously positive trend" after the recent meetings of the Presidents of Armenia and Azerbaijan in Vienna and St. Petersburg, as well as in view of the agreements reached on the resumption of negotiations on Transnistria in the format "5 + 2".

However, the situation in Artsakh after the April eruption of violence causes more concern. "The recent deterioration of the situation on the line of contact in the Nagorno-Karabakh conflict causes for concern,"Zannier said. OSCE Secretary General stressed the need for the negotiations on the settlement of the Karabakh conflict within the framework of existing formats. He also stressed the importance of achieving progress on security measures and building confidence between the parties.

"Strengthening the OSCE's monitoring on the ground can play a stabilizing role," the OSCE Secretary General said. Over the recent developments in the Karabakh conflict zone not only the OSCE, but also the UN is concerned. In his message to the participants of the Vienna conference, UN Secretary General Ban Ki-moon expressed concern about the violations of the cease-fire that took place in the Karabakh conflict zone.
