What Is Included in All-Ukrainian Referendum ?

The draft law on national referendum of Ukraine was submitted on Tuesday in the Supreme Rada of Ukraine. The text of the bill has not been published yet and the document was presented by the group of deputies from all factions of the coalition, RIA Новости reports.

MP from the faction of "Poroshenko Block " Svetlana Zalischuk said in an interview with RBC-Ukraine, that the law is written in such a way so as not to become a tool in someone's narrow political interests.

"For the first time this law is based on international law, on two documents of the Venice Commission, on the principles of the Code,'' she explained.

Current referendum law was passed in 2012, when the head of the state was Viktor Yanukovych. According to the law, the subject of the referendum could be any issue, except those which are not allowed under the Constitution. The referendum may also be held on changing the territory of Ukraine, invalidation of a particular law and a change in Constitution.

As ''Vzglyad'' reported earlier, it is expected that the document  will also include the withdrawal of all foreign armed forces, military equipment and mercenaries from the territory of Ukraine, which is under the supervision of the OSCE; disarmament of all illegal groups and formations; constitutional reform in Ukraine before the end of 2015; holding of elections in some areas of the Donetsk and Lugansk regions in compliance with the standards of the OSCE and the ODIHR (Office for Democratic Institutions and Human Rights), as well as the definition of the special status of the republics.

It should be noted that Donetsk and Lugansk proclaimed their sovereignty after the referendum on self-determination of regions on May 11, 2014. On November 2, elections were held in Donetsk and Lugansk. The event took place at the high turnout of voters and without any serious incidents. The elections of Donetsk won Alexander Zakharchenko, and the elections of Lugansk - the current Head of Lugansk Igor Carpenter.

Here a question rises - what will happen to Donetsk and Lugansk? As RIN.ru reports, the head of Ukraine Petro Poroshenko said that he will not allow a any independence of Donbass.

 "I will never allow that a question was raised about the separation of Donbas at the all-Ukrainian referendum," said Poroshenko.  

Thus it is difficult to say whether there will be any referendum in the whole territory of Ukraine or not, as there are still a lot of disputes over this question and the country, as we see, is not united.
